Leo Clancy, CEO, Enterprise Ireland
Leo Clancy is the Chief Executive Officer of Enterprise Ireland, the State Agency that helps Irish companies to start, scale and grow globally. Enterprise Ireland supports over 4,000 Irish companies through over 40 offices worldwide. The Agency also invests in innovation capability in universities and regional projects throughout Ireland - and serves as our event partner of the Dublin IP and R&D Summit 4.0
Before being appointed as CEO of Enterprise Ireland, Leo was a member of the Executive Committee of IDA Ireland, the State agency for Foreign Direct Investment. There, he led the Technology sector, working extensively at up to C-level with the top global technology and services companies.
Event Chair: Joe Doyle, IP Manager, Enterprise Ireland
As part of our partnership with Enterprise Ireland, we’re thrilled to bring Joe Doyle back to the Summit stage as our 4.0 Event Chair!
Joe Doyle is the Intellectual Property Manager at Enterprise Ireland, where he plays a pivotal role in aligning IP strategies with the business objectives of EI client companies. Joe serves as the first point of contact for IP-related inquiries within EI, actively promotes IP awareness, and oversees the EI IP Strategy funding scheme. He is dedicated to empowering innovative Irish enterprises to integrate intellectual property strategies to achieve sustainable and competitive global growth. Through his efforts, Joe raises awareness about the critical role of intellectual property in innovation and enterprise development. He advocates for consistent innovation management practices, including intellectual asset management and adherence to standards, to enhance innovation performance and mitigate risks.
Skirmanta Balsevičienė, Senior IP Legal Counsel, Vinted
Skirmanta Balsevičienė is the Senior IP Legal Counsel at Vinted, where she has been a key member of the Legal IP team since January 2022. Based in Vilnius, Lithuania, Skirmanta brings extensive expertise in intellectual property, advertising, electronic commerce, commercial contracts, and company law. Before joining Vinted, she served as a Senior Associate at ILAW LEXTAL for over six years, specialising in the same areas. Her legal career began at Sorainen, where she worked as a Legal Assistant in the Dispute Resolution team from June 2014 to September 2015. Skirmanta’s robust background in IP law and her commitment to excellence have made her a valuable asset in the legal field, particularly in supporting innovative business strategies through effective intellectual property management.
Skirmanta will join the Summit on September 5th for the final panel, “AI as a Threat: The potential IP infringement risks posed by AI and machine learning and how to mitigate them.”
David Goodfellow, Vice President, Chief IP Counsel, Aptiv
David is a patent attorney and IAM 300 IP Strategist with over 23 years’ experience protecting high technology IP. He has spent the last 19 years in-house helping technology companies realise their IP and business goals. In enterprises of all sizes, from start-ups to segment leading multinational corporations, David has driven the full IP cycle from ideation to monetization. He has extensive experience in guiding business through different patenting strategies, from high volume to highly selected patenting.
David will give an exclusive keynote presentation on the first day of the Summit which focuses on IP Awareness.

John McEvoy, SVP, Chief Legal Officer, Poolbeg Pharma Plc.
John McEvoy is the Executive Chairman of Duality Healthcare Group and the SVP Chief Legal Officer at Poolbeg Pharma Plc. With a distinguished career, John has also served as the Global General Counsel and a member of the Amryt Group Executive Leadership. He is a proven contract negotiator in the M&A space, with significant experience in contract drafting, IP, licensing, compliance, and managing legal teams across the globe.
At Poolbeg Pharma, John is responsible for advising on M&A, commercial contracts, licensing, data protection, general corporate matters, managing external counsel, and aligning global legal resources and budgets. His contributions have been recognized with numerous accolades, including Life Sciences Lawyer of the Year 2023 and inclusion in the Legal 500 GC Powerlist: Ireland 2022 and 2023. Additionally, John has been nominated at the Irish Law Awards for Lawyer of the Year, Life Sciences Lawyer of the Year, and In-House Lawyer of the Year in 2022 and 2023.
